In order to be able to edit code and get instant updates in the browser do so with Browser-Sync. It's a free app in Node Package Manager.

• Install Node on Windows: https://nodejs.org/en/ - LTS version works
• Once installed, reboot your Windows PC
• Launch Windows Power Shell - Should be on Windows 10
• in power shell type: node -v
• Type: npm install -g browser-sync
• Wait for install to complete

If you are wishing to have a PHP page get the browser refresh treatment, you need to use the command to enable proxy mode. Browsersync will wrap your vhost with a proxy URL to view your site.

• In Power Shell, navigate to the folder where your pages are: (e.g. C:/xampp/htdocs/YourSiteFolder/)
• Type: browser-sync start --proxy "localhost/YourSiteFolder/working-file.php" --files "working-file.php, style.css"
• If there seems to be a caching issue, might be able to fix it with a reload delay: --reload-delay 500
